My telegram 9th March it is proposed to give owners Blue Book rates plus 28.8d. Eastern allowance plus 5% on actual earnings latter re- presenting Management Commission, payment to be made 1/3rd at 2/- 2/3rds at rate of day. This payment based on instructions from Shipping Controller that remuneration to be given under local scheme should not be appreciably higher than that under liner
requisition scheme, Local Committee urge that
large rise in price (of) combined with rise in silver
render this remuneration not sufficient and that

payment should be made 1/2 at 1/9 and 1/2 at rate of
day. I concur that this is a fair rate of exchange compensation may I adopt it.
